IHSFL State Tournament
 5-7 March 2009

Rules:
The tournament Procedures for the IHSFL will be used. These rules will be mailed to all schools with your entry confirmation. Please familiarize yourself with these rules. Coaches are responsible for knowing the information and relaying information to their students. Be aware of the following limits regarding entry size: school limits are now 6 per event in speech, 5 each in policy, Public Forum and LD, and 9 students in Legislative debate.

Judging:
*A strike system will be used in LD and Policy. Number of strikes is to be announced.
*Random judge assignments by the computer in preliminary rounds; non-random assignment in elimination rounds; no school shall receive a judge it has struck.
*One strike from panel permitted beginning in quarterfinals if sufficient judges are available.
*School is charged for any round it has a “no-show” judge.
*Judge names must be CONFIRMED by WEDNESDAY, February 28.
*Judge preference sheets due by 8am FRIDAY, MARCH 6. Schools not registering on Thursday, March 5 are responsible for getting preference sheets from League officials and returning them by the deadline.
*Schools will provide judges for one round beyond their elimination for each entry.
*Complete ballots will be written; packets will be held until all ballots are in.

Parking:
We would suggest that you get a room at the Iowa House and use the IMU parking garage. Or, use the EPB lot (when available). The North Parking Ramp is also quite close to the Union. As always, the parking police will be ticketing those parked illegally. There is no free parking in Iowa City or at the University.
